What NCOA Processing Is and Why It Matters
National Change of Address (NCOA) processing is the act of matching your mailing list against the USPS Change of Address database — a proprietary dataset maintained by the Postal Service that records address change requests submitted by individuals, families, and businesses across the United States. When someone files a change of address form with the USPS, that record enters the NCOA database, where it is retained for 48 months. Mailers who process their lists against this database prior to mailing receive updated addresses for records that have moved — or a flag indicating the record is undeliverable — before a single piece is printed.
The 48-month lookback window is significant. It means that every NCOA processing run can catch moves that occurred at any point in the past four years. If a donor in your file moved two years ago and you have been mailing their old address ever since, NCOA will surface that move and provide the new address (if the forwarding window is still active) or flag the record as moved without a known forwarding address. Either outcome is more useful than continuing to mail into a void.
NCOA processing is performed by USPS-licensed vendors using the official NCOA Link software — a USPS-certified system that accesses the Change of Address database through a controlled interface. Not all data hygiene vendors are licensed NCOA Link processors. Dimaco operates as a USPS-licensed NCOA Link processor, which means our processing runs against the official, most current version of the USPS database. We do not use third-party commercial address change datasets that approximate USPS records — we use the actual USPS data.
The result of an NCOA processing run is a clean output file with updated addresses, a move change log, and a suppression file of undeliverable records. Combined with CASS (Coding Accuracy Support System) certification, which validates ZIP+4 codes and carrier route assignments, the processed file qualifies for USPS automation presort discounts that can reduce per-piece postage by $0.05 to $0.10 or more depending on list characteristics. The Real Cost of Bad Data

What Our NCOA Service Includes
Dimaco's NCOA data service is a full list hygiene package, not a simple address-match run. When you submit a file to us for processing, we run it through four distinct data quality steps before returning it to you: NCOA Link matching, CASS certification, DSF2 (Delivery Sequence File 2) validation, and optional deduplication.
NCOA Link matching — described in detail above — updates addresses for records with known moves in the USPS database. CASS certification goes further: it validates the ZIP code, ZIP+4 extension, and carrier route code for every record in your file against the official USPS postal addressing standards. Records with incorrect ZIP+4 codes may not qualify for automation presort rates, and CASS certification is required documentation for claiming those rates. We generate a CASS certification statement (Form 3553) that you retain as documentation of compliance.
DSF2 (Delivery Sequence File 2) validation confirms that each address in your file corresponds to an actual, active delivery point in the USPS delivery sequence. Some addresses pass CASS certification — they are properly formatted and have a valid ZIP+4 — but do not correspond to a real deliverable address. DSF2 catches these phantom addresses and flags them for suppression. The combination of NCOA + CASS + DSF2 produces the most complete address validation available for a domestic mailing list.
Optional deduplication removes duplicate records within your file at the household level, the individual level, or both, depending on your preference. For consumer-facing mailers, household deduplication prevents two pieces from going to the same physical address — reducing print and postage costs and improving the per-household impression. For B2B mailers, individual deduplication may be more appropriate to avoid sending duplicate messages to the same contact at the same company.
How Often You Should Run NCOA on Your Mailing List
The USPS requires that any mailing claiming Standard Mail or Marketing Mail discounts must have been processed through NCOA within 95 days of the mailing date. This 95-day compliance window is a hard requirement — mailings processed more than 95 days before induction do not qualify as NCOA-compliant regardless of how clean the file was at the time of processing. If you are a regular mailer, this means you should plan to run NCOA at minimum once per quarter, timed to ensure your processing date falls within the 95-day window for each planned mailing.
For organizations that mail more frequently — monthly or bimonthly — running NCOA before each mailing is the safest approach, particularly if your list is actively growing or includes names from sources with higher-than-average mobility. Rental lists, lead lists, and acquisition lists from third-party sources should always be NCOAed before use, even if the list vendor claims the data is current. Vendor currency standards vary widely, and a list sold as "90-day verified" may use verification methods that do not include USPS NCOA matching.
Owned house files — your own customer, donor, or member database — tend to decay more slowly than rented lists because they include people who have actively engaged with your organization. Even so, the standard American mobility rate of approximately 11.5% per year means that a house file of 20,000 records will contain approximately 2,300 outdated addresses after 12 months without NCOA maintenance. That is a meaningful number, and it grows every month you wait.
For organizations that do not mail frequently enough to justify quarterly NCOA runs, we recommend a minimum annual processing cycle — typically timed before your highest-stakes mailing of the year. For nonprofits, that is usually the year-end appeal. For insurance agencies, it might be before a major renewal season push.
