This first-enrollment moment is the highest-value touch point in Medicare sales. A prospect who enrolls with an agent at 65 and has a good experience often stays on the same plan — or with the same agent — for years. The lifetime value of a T65 enrollee far exceeds the lifetime value of an AEP switcher, which is why high-producing Medicare agents invest heavily in year-round T65 programs alongside seasonal AEP campaigns.

The window matters. Mail too early — more than 120 days before the 65th birthday — and the prospect isn't in research mode yet. CMS Compliance

CMS Rules for T65 Marketing

T65 marketing occurs during the Initial Enrollment Period — a regulated window under CMS rules. Plan-specific materials (those naming a specific MA, MAPD, or Part D plan) must go through the plan carrier's CMS review process before distribution. Generic agent-branded mailers inviting prospects to call for Medicare information have fewer restrictions but must include appropriate disclaimers.

Common compliance requirements include: proper "not endorsed by Medicare/CMS" disclaimer language, no misleading benefit claims, scope of appointment documentation before discussing plan specifics, and compliance with state insurance department marketing rules for Medicare products in your licensed states.
